Player need locale to be in japanese, to avoid switching your OS grab https://github.com/xupefei/Locale-Emulator/releases, right click on Rurumu.exe - modify application profile - fake system UI. Make sure to reset explorer exe when you are done installing locale emulator or reboot PC

I have the Locale Emulator installed but still can't get the program to work. It just closes as soon as it opens.

do not run in jp locale, it doesn't work. only with "modify application profile" work.

Works for me and I never use any Locale Emulator, I just changed my language for non-Unicode programs to Japanese.
