Try to find better sources and another encoding settings - I notice that in almost all your rips is present low-bitrate noise artifacts. Still x265 can make that bitrates without them. It just not make some big differ in compare with x264 at same sizes and bitrates. (*with so bad source video - otherwise x265 is pretty sthong at ultra low bitrates in compare) Try to use deblock settings for rerips of x263 & x264 at least **--deblock 2:1** but You use so bad sources that maybe even **--deblock 3:2** will be better for killing low bitrate blocks from source encode. And that won't do some bad things, because small details anyway already losted. But better still is find some **greater quality sources** and set **some another encode settings**. Because on the way that it is it seems (IMHO) x264 on very slow, 10 bits and anime preset can do encode better and faster than x265 on so low.

Try to do not make CRF more than 24 (actually, even from CRF 20.5 bad things start to happen). Maybe You also can find useful add --me star to preset. Also - use Opus audiocodec with HEVC vid's. It feels good at bitrates 72-96-112-128 kb/s for that sort of shows.
